FOPISERというサービスが日本特許庁ウエブサイトで8月7日より利用開始となりました。

ロシア、台湾、オーストラリアの特許公報を閲覧できます。サイトはすべて日本語で書かれているので利用しやすいです。これまでロシア、台湾、オーストラリアの公報というと簡単には入手できない印象がありました。これらの国々の特許庁ホームページに行って公報を入手するか、欧州特許庁のEspacenet(http://worldwide.espacenet.com/)で閲覧するなどの方法がありました。
しかしFOPISERは完全に日本語で利用できるサイトです。
さてこれを翻訳にどう利用するかです。
FOPISERのすごいところは、日本語訳が出てくることです。オーストラリアの明細書は英語です。これを日本語に翻訳したものが出てきます。
“communication line"という用語の日本語訳がわからなかったとします。
「書誌情報検索(特・実)」をクリックし、「フリー検索条件?」の「検索項目?」を「発明の名称」にして、「検索キーワード?」に"communication line"と入力します。
「検索」をクリックすると、「AU」(オーストラリア)は78件ヒットします。
このとき「発行庁」を「オーストラリア」のみチェックを入れておくと、オーストラリアのみの公報が出てきます。
一番最初にヒットした「AUB-2009232475」をクリックすると、発明の名称は
“Method and arrangement for the power management of a digital communication line"
であり、
「言語を選択」を「日本語」とすると
「方法とデジタル通信回線の電力管理のための配置」
という日本語訳が出てきます。
ご存じのように、アメリカ、欧州特許、中国、韓国、英、独、仏など主要国の外国特許公報は日本特許庁のJ-PlatPatで照会できます。
今後も外国情報が日本特許庁を通して益々得やすくなるでしょう。

“FOPISER" on the Japan Patent Office website has been available since August 7, 2015.

You can browse the Russian, Taiwanese and Australian patent official gazettes. This is a very user-friendly website in Japanese. So far, we had to access these countries' websites to obtain their official gazettes with difficulty or obtained through the Espacenet (http://worldwide.espacenet.com/) provided by European Patent Office, for example.
FOPISER can be completely used in Japanese.
How can we use this site for the patent translation?
The amazing part of FOPISER is that it provides Japanese translation. The Japanese translation of an Australian specification in English can be provided.
Let's search for the Japanese translation of the word “communication line" using this site, assuming that a Japanese translation of this word is unknown.
Clicking on “Biographic Information Search (Patent/ Utility Model)", and then selecting “Title of Invention" as “Search Item?" of “Free Search Condition?" to enter “communication line" in the “Search Keyword?", then by clicking “Search" will bring up78 hits of the word “Australia".
By leaving check marks only for “AU" and “Issue Office", the search results will only bring up Australian gazettes.
And by clicking on the very first hit result “AUB-2009232475", the title of the invention will be “Method and arrangement for the power management of a digital communication line". Then, by selecting “Japanese" in the “Select Language" tab will bring out the Japanese translation.
As you know, foreign official gazettes in main countries such as the U.S., European Patent, China, Korea, U.K., Germany, France can be inquired through the JPO's J-Plat Patwebsite.
Foreign patent information will be more easily accessible through the JPO website.
