音楽を使うので許諾をもらうというと、すぐにJASRAC (日本音楽著作権協会)が思い浮かびます。楽曲のほとんどをJASRACが管理しているからです。しかしたとえば披露宴で市販のCDを録音して演出用ビデオをつくるという場合、一般社団法人日本レコード協会から許諾をもらう必要があることを忘れてはいけません。
これはなぜでしょうか。
JASRACは音楽の作詞家、作曲家の著作権を管理しています。しかし市販のCDは音楽を歌手が歌ったり、ピアニストが演奏したものが録音されています。これを新郎新婦や友人がコピーしてビデオをつくる場合は、これら演奏家の許諾も必要です。実演家(演奏家)は著作隣接権を有しており、自分たちの演奏を録音する権利があります。著作隣接権の管理は日本レコード協会が行っています。
したがって市販のCDに収録されている音楽を複製する行為は、JASRACと日本レコード協会の双方に許諾をもらい、使用料を支払う必要があります。
この手続きを一括して行ってくれるのが一般社団法人音楽特定利用促進機構(ISUM)(https://isum.or.jp/)という団体です。

When it comes to permission for using music, JASRAC (Japan Society for Rights of Authors, Composers and Publishers) is what usually comes to mind because JASRAC is chief when it comes to managing music. However, if someone were to copy music recorded on a commercially available CD to make a video that was filmed at a wedding party, then that person should make sure to get permission from the Recording Industry Association of Japan (RIAJ).
But why is this so?
JASRAC controls the copyrights of composers and songwriters. Commercially available CDs record music that is sung by singers or played by pianists. Wedding couples or their friends who copy these songs need to ask for permission from the performers who have copyrights neighboring rights including the rights to record their performances. RIAJ controls copyright neighboring rights.
Accordingly, copying music recorded in commercially available CDs requires permission from JASRAC and RIAJ and royalties must be paid to them.
Such procedures may be collectively entrusted to ISUM(https://isum.or.jp/).
